ROT13 translator

This is a classic rot13 or caeser cipher translator. It converts alphabetical characters and leaves everything else like numbers and punctuation in place as is. This was inspired by a thread on NANOG where someone posed a question and then encoded their proposed answer in rot13 to obfuscate it.
